The bill creates a working group in the Department of Public Safety (CDPS) to identify all state entities that collect data or report on recidivism, and to develop a definition of recidivism for these entities. The timeline for the working group is as follows:

  • Appointments to the working group must be made by September 1, 2024.
  • The working group must develop the definition of recidivism by January 15, 2025, and provide it to affected entities by January 31, 2025.
  • Beginning July 1, 2025, state entities must use the working group’s definition in their reporting and include the definition in any documents or reports with recidivism data.
Finally, the bill deletes a specific definition of recidivism used by the Department of Human Services (CDHS).
